The Role
The Senior Finance Manager is responsible for the overall financial management of the Project, ensuring internal financial controls, accurate accounting and reporting, effective budget and fund management, compliance with Government and IsDB requirements, and timely financial support to the PMU and Partner Organizations (POs). The position is based in Islamabad.
• Ensure timely preparation and submission of financial reports, advance and fund release requests, and other financial documents required by the donor and the Government • Review POs' Statements of Expenditure (SoEs) and supporting documents for accuracy, completeness and compliance, and oversee quarterly financial reviews of POs • Ensure timely recording of budgets, expenditures and POs' SoEs in the accounting system and maintain complete and reliable financial records • Manage bank reconciliations, tax deductions and deposits, and reconciliation of Project expenditures with EAD and AGPR • Ensure timely coordination with the Independent Verification Agency (IVA) for verification and financial audit of Project expenditures, including timely reconciliation of accounts and addressing the discrepancies • Coordinate with Government departments, donors, auditors, IVA and relevant stakeholders on all financial matters • Ensure timely preparation and audit of Annual Financial Statements and certification of SoEs for Special Account replenishment • Facilitate government, external and donor audits/ reviews and follow up on agreed recommendations • Conduct field visits and provide guidance to POs to strengthen their financial management, accounting, reporting and compliance capacity • Ensure compliance with audit observations/ paras, including preparation of timely responses and provision of required supporting documents, and coordinate matters related to the Departmental Accounts Committee (DAC) and Public Accounts Committee (PAC) • Ensure effective follow-up and implementation of directives and recommendations issued by Audit, DAC and PAC, and maintain proper records of compliance and closure of audit paras • Perform any other financial management duties assigned in support of effective Project implementation • Any other task assigned by the Project Director

Education, Experience and Skills Requirements
- Masters: Business Administration, Finance, Commerce, Accounting
- Bachelor 16 Years: Finance, Business Administration
• At least 10 years of relevant experience in financial management • Experience in accounting, auditing, financial management and reporting, including development sector related experience • Experience in managing relationships with partner organisations • Experience of supporting multi-stakeholder development sector projects, including community development and trainings, technical vocational education and livelihoods • Experience of reviewing POs' Statements of Expenditure and handling the project's internal and external audits and donors' fiduciary reviews, including audits by the Auditor General's office Preferred: • Experience in multi-stakeholder development projects • Audit and advisory experience with a Big Four audit firm
Financial Management, Financial Reporting, Budgeting, Auditing, Report Writing
• CA, ACMA or ACCA (accepted as alternative qualifications)
